Since I consider the first film to occur during he 10 day wait, that would make everyone equal to their Cell Games counterparts.

If Gohan was talking about SSJ2 when he made his comment, surely it would've been mentioned specifically instead of being left as an interpretation of a pretty vague statement?

Mind you he's also fighting Broly in base form when he says this also and I am not so kind as to hax Broly that much.

In the broly timeline, M8 gohan(now CG gohan strength) stopped training like in the manga and was weaker in M10 and buu saga. He did say in M10 that he got stronger but he's referring to the last time he fought broly. So what it means is that he got weaker after cell games but is still much stronger than he was in M8
